Tuesday was about the cost of running AI, not the promise of it. Mistral put a trillion-parameter model on the table and promised to give away the weights. Meta and Microsoft, two of Anthropic's largest customers, started pushing their own engineers off Claude to stop the meter. Google signed a 20-year power contract and, hours later, got told to stop clearing Finnish forest. And OpenAI dumped 722 math manuscripts on GitHub from a model nobody can use yet.
Mistral Large 4 arrives with 1 trillion parameters and open weights
- Mistral launched Large 4 in preview: roughly 1 trillion total parameters with only 49 billion active per token, multimodal input, support for 160+ languages, and downloadable weights promised for October 27.
- It was trained on about 3,800 Nvidia Grace Blackwell GPUs in European data centers over roughly two months, scoring 61.7% on DeepSWE v1.1 and 93% on Cybench while still trailing the top closed coding models.
Why it mattersA frontier-scale model you can download changes the arithmetic for anyone who cannot afford a per-token bill forever.
Meta and Microsoft push their own engineers off Claude
- According to The Information, Meta's internal Claude Code users fell from about 60,000 to roughly 30,000 after the company spent more than $105 million on Anthropic in a single 28-day period.
- Microsoft cut its projected Anthropic spending by more than a third from an earlier $1 billion run rate and slashed individual employee allowances from $100,000 to about $10,000 per month.
Why it mattersAnthropic's growth story leans on enterprise seats, and its two biggest customers just proved those seats can be turned off by memo.
Google locks 3,590 MW of power with Constellation, 890 MW nuclear
- Google contracted 3,590 MW from Constellation Energy: 890 MW of nuclear on a 20-year deal starting in 2028, sourced from upgrades to 11 reactor units in Illinois, Pennsylvania and New Jersey, plus 2,700 MW from the PJM grid on 15 years.
- Constellation committed more than $4.3 billion of new investment in its fleet and its shares jumped over 13% to $304.04 on the announcement.
Why it mattersThe AI race is now openly an electricity race, and the winners are the ones signing 20-year contracts before the capacity exists.
Finland orders Google to stop work on two data center sites
- Finland's supervisory agency LVV ordered Tuike Finland, Google's local subsidiary, to immediately suspend all preparatory work at its Muhos and Kajaani sites after more than 300 hectares of forest were logged without the mandatory environmental assessment.
- Google must explain itself by October 14 and comply by October 23 or face enforcement proceedings; the projects are part of a EUR 13 billion ($14.6 billion) two-year investment, and the company says it will plant trees across 130 hectares at Muhos.
Why it mattersPermits, not chips, are becoming the real bottleneck: a regulator with a clipboard just froze part of a $14.6 billion build.
OpenAI publishes 722 math manuscripts from an unreleased model
- OpenAI pushed 722 manuscripts grouped into 372 families of related results to a public GitHub repository, produced by an unreleased internal model from roughly 4,000 problems posed, at an average of about three hours of ChatGPT Pro thinking compute per result.
- The repo itself warns the results sit at different stages of verification: many have Lean formalizations, not all do, and OpenAI concedes some unformalized results could have issues.
Why it mattersThis is a claim, not a result, until mathematicians check it; the interesting number is three hours per paper, not 722.
The big picture
Four of today's five stories are about constraints, not capability: a budget memo, a power contract, a permit, a verification backlog. The models keep getting bigger while the things that limit them get more mundane. Mistral's bet is the clearest read of the moment: if the binding constraint is the bill rather than the benchmark, then giving the weights away is not generosity, it is strategy. Watch October 27.
